AHBRA Publishes Statement of Strategy for 2025 – 2028

The Approved Housing Body Regulatory Authority (AHBRA) today published its Statement of Strategy for 2025-2028. This is AHBRA’s second strategic statement and outlines the Regulator’s vision and strategic goals for the next three years.  Building on the strong foundations in place, AHBRA’s Strategy focuses on strengthening its regulatory framework, improving operational efficiency and organisational agility in response to emerging risks and legislative changes.

The strategy was developed through extensive consultations with stakeholders and reflects AHBRA’s commitment to ensuring that its oversight of Approved Housing Bodies is rooted in an understanding of the risks and challenges the sector faces.

Strategic Focus for 2025-2028

Over the next three years, AHBRA will prioritise the following key areas:

  • Contributing to the resilience of the AHB sector by embedding regulation.
  • Promoting trust and confidence in AHBRA through stakeholder engagement.
  • Supporting compliance and efficiency by enhancing its operations.
  • Developing its organisational capacity within an inclusive, values-led environment.

AHBRA’s Statement of Strategy for 2025-2028 has been approved by the Minister for Housing, Local Government and Heritage and has been laid before the Oireachtas.

“I am pleased to present AHBRA’s Strategy Statement for the period 2025 to 2028. The document sets out how AHBRA will work to oversee a well-regulated AHB sector which values compliance, accountability, and the responsible management of public investment.

Over the next three years, we will continue to enhance the effectiveness of our regulatory framework and support Approved Housing Bodies to meet their regulatory requirements, while ensuring that our powers are applied in a proportionate and effective manner.

I would like to thank key stakeholders who participated in the stakeholder consultation programme which supported the development of AHBRA’s Statement of Strategy. Their insights and feedback have been invaluable in shaping AHBRA’s strategic approach, and we will continue to engage with them actively as we work to meet our vision over the next three years.”


Speaking about the Strategy, AHBRA CEO Fergal O’Leary said:

“The intent of our Statement of Strategy to deliver a significant programme of effective regulatory outcomes over the next three years is clear. To meet this challenge in an AHB sector which is experiencing very significant growth, AHBRA will strive to be agile, responsive and focused on risk to ensure the most effective and impactful implementation of its mandate.”
